The Vice President of IT Planning and Operations reports to the enterprise CIO, providing leadership for the cross-functional management of information and technology across the enterprise. This role oversees functions such as IT strategy, governance, portfolio management, performance management and IT operational processes or "ways of working".

 

The VP works closely with the enterprise CIO and senior IT leadership to:

  • support the planning, managing, monitoring, and measuring of IT resources across the IT enterprise. 
  • collaborate to establish an IT strategic plan, operating model, and governance framework integrated with the business.
  • provide enterprise support services to continually improve IT processes to keep current with the market and the transition to digitally enabled business.

This position is intended to be conducted in the state of New Mexico, with in-office presence. Relocation assistance is available.

Qualifications

  • Bachelor's degree in information technology or related field. Master's degree in information systems or related field preferred.

  • Ten or more years in healthcare and IT expertise, two years of leadership responsibilities.

  • Experience in business/industry (beyond IT), managing cross-functional teams or projects, and influencing senior-level management and key stakeholders.

  • Proven experience in IT planning and management, with a track record of successful project execution.

  • Strong leadership and team management skills.

  • Excellent communication and interpersonal skills.

  • Ability to work collaboratively with cross-functional teams.

 

Responsibilities

  • Develop and implement IT strategies that support the organization's objectives.

  • Owns the IT planning process working closely with IT and business leaders.

  • Collaborate with senior leadership to identify and prioritize IT initiatives.

  • Oversee the vision and performance of the IT Project Mgt Office and project portfolios

  • Monitor and report project portfolios value and results regularly to business.

  • Ensure compliance with industry standards and best practices in IT management.

  • Foster a culture of innovation and continuous improvement within the IT department.

  • Works with the CIO and senior IT leadership providing IT cross-functional support services.

  • Partners with the CIO in providing technology vision and direction for the enterprise.

  • Is responsible for driving focus and prioritization within the IT organization through establishing strategic planning and governance principles and processes.

  • Oversees the development and maintenance of IT policies, procedures, methodologies, and governance as well as performance management frameworks and metrics to ensure the IT organization delivers value to the enterprise.

  • Works with the CIO and Business leadership team, providing broad insight to IT domains and capabilities in support of enterprise-wide business decisions.

  • Establishes and implements continuous improvement programs for the IT organization.

  • Stays current with new healthcare and I market trends and innovations.

  • Is responsible for directing the preparation, review, and consolidation of business plans and budgets for the IT organization.

  • Regularly reviews IT costs and cost structures for IT services and products to optimize IT value to business and communicate to IT and business executives.

  • Provides support services for audit and compliance management processes in working with the CISO and technical services processes.

  • Is responsible for developing and managing standard contract management, vendor, and partnership relationships.

  • Conducts analysis and benchmarking exercises to deliver exceptional IT performance.

  • Leads the annual technology strategy development collaborating across the Technology and Business teams that produces a rolling 5-year strategic plan aligned to the business strategies.

  • Maintains a pulse on business capability maturity to prioritize areas of opportunity for technology investment.

  • Fosters a culture of innovation across the technology organization by exploring new ideas, technologies, and processes to improve products, services, and operations.

  • Analyzes and benchmarks IT performance and market conditions to make strategic recommendations.
