Overview

The Executive Director of Strategy Execution and Operations is responsible for leading the execution of the health plans strategic initiatives through structured program management, subcontractor oversight, and state and federal regulatory monitoring, analysis, and implementation. This role ensures organizational alignment between strategy and operations by driving disciplined execution, regulatory readiness, and performance accountability across the enterprise.

The Executive Director serves as a key operational leader who is responsible for ensuring project, strategic initiatives regulatory changes, and delegated partnerships are effectively governed, resourced, and delivered with measurable impact.

Qualifications

Bachelors degree in business administration, health care administration, or related field required.


10+ years of leadership experience in health plan operations, program management, or regulatory operations.

 

Demonstrate success in leading cross-functional initiatives and improving operational performance.

 

Strong understanding of health plan regulatory frameworks, subcontractor management, and delegate oversight.

 

Demonstrated ability to drive execution through cross-functional collaboration and influence.

Responsibilities

Program Management Oversight and Strategy Execution
Provide executive oversight of the health plan�s program management framework to ensure strategic initiatives are effectively translated into actionable and measurable outcomes. Drive alignment between enterprise goals and operational execution through disciplined planning, governance, and performance tracking.

Project Management Leadership Across Operations
Lead and direct project management resources across all operational areas to ensure consistent application of project methodologies, on-time delivery, and performance transparency. Establish enterprise standards for execution discipline, risk management, and reporting to maintain operational alignment with strategic objectives.

Collaboration with the Chief Procurement Officer
Partner closely with the Chief Procurement Officer to ensure procurement and contracting strategies support operational priorities and compliance requirements. Coordinate execution readiness for vendor onboarding, contract implementation, and performance monitoring to strengthen operational continuity and accountability.

Subcontractor Oversight and Performance Management
Provide executive leadership over subcontractor and delegate entities to ensure operational accuracy, KPI achievement, and compliance with contractual and regulatory expectations. Oversee performance reviews, issue resolution, and improvement initiatives to maintain high standards of service and accountability across all partnerships.

Regulatory Operations and Implementation Oversight
Direct the analysis and coordination of regulatory and legislative changes that impact operations and support business implementation of statutory, regulatory and contractual requirements. Provide oversight of the identification, analysis, monitoring, and implementation of new regulatory requirements as directed by CMS, DOL, ERISA, FEHBP, HCA, OPM, and the OSI. Provide regulatory guidance to senior management and operational areas related to current products, new products, business expansion and other organizational initiatives. Responsible for the strategic responses and manages the operational response to regulatory bodies and the preparation of regulatory filings with OSI.

Collaboration Across the Integrated Health System
Oversee the operational integration between PHP and the delivery system, ensuring effective communication, issue resolution, and coordinated implementation of plan-driven initiatives,
